Jeffrey's family was the cornerstone of his existence. He is survived by his devoted mother, Betty Jane Banks Ruff Brigman, who played an instrumental role in shaping the man he became. In addition to her, he leaves behind his siblings: Anthony Ruff, Jesse Ruff, Shane Ruff, and June Victoria "Vicki" Sexton, each of whom holds fond memories of laughter and love that will forever echo in their hearts. His affection for his family extended to his nephews, Clayton Ruff, Michael Moody, and Tyler Sexton. Likewise, the light he brought into the lives of his nieces, Jessica Ruff and Julia Ruff Best, will continue to shine brightly as they carry forward the lessons he instilled.

He now joins his father, James Alfred Ruff, Sr., his brother, James Alfred Ruff, Jr., and his stepfather, Bobby Joe Brigman, in eternal peace. A graveside service to honor Jeffrey's life will be held at 11:00 AM on November 6, 2024, at Forest Lawn Memorial Park in Candler, North Carolina, providing family and friends an opportunity to gather, reminisce, and celebrate the indelible mark Jeffrey left on each of their hearts.
